Job Description:

General skills  

  1. Ability to be self-directed and take the lead in prioritizing competing data requests and needs

  2. Ability to research, learn and implement various data analytic techniques

  3. Ability to collaborate and communicate with all levels within the organization, including executive management, clinical and financial departments, and information technology

  4. Ability to translate the needs of these departments to the data team and understand the capabilities and limits of the staff and systems to produce requested information

  5. Ability to take the initiative, establish/enhance business analysis procedures, and improve operational efficiencies

Specific responsibilities: 

  1. Develops strategic plan for the collection, reporting, and use of quality related data
  2. Leads a team of data specialists including recruiting, orienting and supervising staff in the department of data analytics
  3. Collaborates with SSTAR program directors to identify reporting needs and workflow barriers that impact data integrity and reporting.  Recommends and implements solutions to identified barriers and facilitates change management as needed.
  4. Determines how existing health information technology (HIT) systems and other data resources will best provide information required to make effective business decisions, and proposes data-driven solutions to complex business problems. Takes the lead in driving the implementation of the recommended solutions.
  5. Works with program directors to produce required state, federal, and other mandated reports including UDS, Meaningful Use, and ACO/payer requirements.
  6. Keeps abreast of emerging developments, policies, and best practices related to the collectionand use of health analytics and makes recommendations to program directors and senior leadership on effective responses as needed.
  7. Represents SSTAR at various state-wide and other meetings that relate to quality assessment of SSTAR services
  8. Participates in various SSTAR meetings as appropriate


Experience and Skills:

  • Experience with FQHC clinical operations, billing, and reporting requirements preferred
  • Familiarity with state and national quality performance standards and reporting such as UDS, Meaningful Use, HEDIS, and NCQA
  • Knowledge of Patient Centered Medical Home (PCMH), Accountable Care Organizations (ACO), P4P (pay-for-performance) and P4V (pay-for-value) program models preferred
  • Understanding of the terminology, techniques, and reimbursement mechanisms employed in the delivery of healthcare including, but not limited to clinical coding (ICD-9, ICD-10, CPT, HCPCS, DRG, LOINC, NDC and UB-04), medical record review, population health, EMRs, HIE, IT analytics and business operations.
  • Degree in business, information technology, or other related field
  • Experience with SQL and database design preferred
